According to the whitehouse.gov website, they will be making some changes to We the People.
- Going forward if a petition meets the signature goal within a designated period of time, they will aim to respond with an update or policy statement within 60 days when possible.
- Change.org is integrating with the We the People platform. So the future signatures of its 100 million users will count toward the threshold for getting an official response from the US Administration. They will also be releasing the code behind petitions.whitehouse.gov on Drupal.org and GitHub. This will allow other governments and outside organizations to create their own versions of this platform so they too can engage with their citizens.
- They have assembled a team of people responsible for taking questions and requests and bringing them to the right people wherever they may be — whether within the White House or in an agency within the Administration — so they can respond to your request.

If he felt his actions were consistent with civil disobedience, then he should do what those who have taken issue with their own government do: Challenge it, speak out, engage in a constructive act of protest, and — importantly — accept the consequences of his actions.
